What we do
Four things, done by volunteers, in fourteen countries.
We Engage
We talk with overseas voters to understand their issues — not to tell them what their issues are.
Branches in fourteen countries hold meetings, run stands at community events and answer a great many emails. What we hear in Bangkok, Milan, Singapore and Nairobi is what sets our agenda. It is also why the eight key issues are what they are: they emerged from those conversations rather than from a strategy document.
We Discuss
We hold a dialogue with MPs and with all the major parties, because our issues do not belong to any of them.
We have met MPs from several parties, participate in the All-Party Parliamentary Group on Citizens’ Rights, and attend the annual conference of every major party. BOVF does not endorse parties or candidates and takes no party funding. Pension uprating, ballot return and fee status are administrative questions about the machinery of citizenship.
We Research
A policy committee per key issue, proposing solutions that are workable — and sellable.
A remedy that cannot be defended publicly by a minister does not get implemented, however just it is. So our policy groups test proposals against that standard. Our January 2026 report benchmarked 20 countries precisely so that our recommendations could be shown to work somewhere already.
We Campaign
We connect unregistered voters with their vote, and raise awareness of the issues.
This is the part that makes the rest possible. ~3.4 million British citizens abroad are eligible to vote; about ~191,000 were registered at the 2024 general election. Closing that gap is the only source of leverage we have, and it is entirely within our own control.
